Day 4 of APN Kosovo 2026 focused on Challenges to Peace in Kosovo.Participants engaged with insightful perspectives from Gëzim Visoka, Associate Professor at Dublin City University, who critically examined whether Kosovo has built a sustainable and locally owned peace infrastructure. He highlighted the challenges posed by limited recognition, externally driven dialogue processes, and the need to strengthen civil society, media responsibility, and emerging approaches such as digital peacebuilding. His reflections also underscored the tensions between state-building and peacebuilding, and the importance of creating spaces that actively prevent conflict escalation.The session was complemented by Baki Svirca, Head of the Transitional Justice Division at the Ministry of Justice, who provided key insights into institutional approaches to transitional justice, emphasizing accountability, reparations, and reconciliation as central to addressing the legacy of conflict.Together, the discussions highlighted the complexity of building sustainable peace in divided societies and the importance of inclusive, innovative, and locally grounded approaches moving forward.
