Since 2000, the Forum for Civic Initiatives (FIQ) has acted as a key civil society actor in Kosovo, promoting active citizenship, meaningful citizen participation in decision-making processes, and enhanced institutional accountability. In the current political context—characterized by political polarization, institutional challenges, and the complex dynamics of the EU integration process and the Kosovo–Serbia dialogue—the role of civil society as a mediator between citizens and public institutions remains critical for democratic consolidation.
FIQ has developed a working model grounded in civic mobilization, policy advocacy, and capacity building of local actors. This model has demonstrated tangible impact on public policies, particularly in the energy, environmental, and social sectors, promoting transparency, social justice, and evidence-based policymaking. In an environment where public trust in institutions remains fragile, FIQ contributes to strengthening participatory governance mechanisms and accountability frameworks.
Aligned with democratic reform and European integration priorities, FIQ focuses on: (i) strengthening local civil society capacities, particularly outside major urban centers; (ii) promoting a just energy transition and green economy development; (iii) advancing social entrepreneurship and self-employment opportunities for marginalized groups; and (iv) supporting policy frameworks for inclusion, gender equality, and sustainable development.
Through partnerships with public institutions, international donors, and local stakeholders, FIQ aims to serve as a strategic hub for social and policy innovation, contributing to the sustainability of the civil society sector and the overall quality of democracy in Kosovo.

We work to empower citizens, local organizations to gain more control over their lives, we do this by seeking to respond to demands of citizens and local organizations, and because we believe in their preservation of identity and values they bring to our cooperation.
